Important update on Spain's SMS sender registration regulation — the blocking timeline may be pushed back to September 15, 2026.

If you've been following the SMS sender ID registration regulation in Spain closely, you may have received urgent communications about the June 7, 2026 deadline. There's a significant development: Spain's Ministry for Digital Transformation has opened a public consultation that points to a meaningful delay of the blocking measures until September 15, 2026.

What exactly happened?

CNMC Circular 1/2026 established that, from June 7, 2026, Spanish mobile operators would be required to automatically block messages sent with unregistered alphanumeric sender IDs.

However, the Ministry for Digital Transformation and Public Function has now opened a public consultation to amend that regulation. The proposal would delay the blocking measures until September 15, 2026, acknowledging the operational difficulties the industry has faced during the adaptation process.

The CNMC itself has recognised in this proposal that the original deadlines were tight and that the adaptation process needs more time than initially anticipated.

What additional measures does the proposal include?

New bulk registration periodsNew windows would open for providers to register aliases collectively, making it easier for companies that haven't yet completed the process.
Extended technical testing periodsOperators would have more time to adapt their technical systems before the blocking measures take effect.
More flexible rules for international companiesThe proposal includes easier validation mechanisms for companies based outside Spain, who have been facing more difficulties with the current requirements.

What does this mean for your business?

This amendment is still pending final approval. Until it becomes official, the current regulation — CNMC Circular 1/2026 with June 7 as the reference date — remains in force.

If the proposal is approved as planned, businesses will have more time to complete registration without risk of immediate blocking. However, this does not mean registration is no longer mandatory — it simply means the enforcement timeline would be extended.

Our recommendation is clear: continue with the registration process. Using this additional time to complete the process without rushing is the best decision, as registration will remain mandatory regardless of the final blocking date.
